The Iowa Department of Revenue’s Internal Services Division is currently seeking a Public Service Manager 2 to oversee key human resources and compliance functions, including recruiting and hiring, customer service, employee relations, and confidentiality and disclosure. The ideal candidate is a strong communicator and a trusted advisor who can balance the needs of employees, managers, customers, and organizational leadership while maintaining professionalism, confidentiality, and compliance with applicable laws and state policies.
The Internal Services Division plays a crucial role in ensuring the Department's day-to-day operations run smoothly, efficiently, and effectively. Its responsibilities span many areas, from the safeguarding of confidential taxpayer data, management of the GovConnectIowa Program, integration of technology solutions with business objectives, human resources, data analytics, and business continuity activities. The dedicated staff of this division focus on elevating both the internal and external customer experience. Throughout the year, the division coordinates education and outreach initiatives, fostering connection with our customers.
In this position you will be responsible for:
Providing strong and effective leadership, direction, and professional expertise in all areas of hiring, employee recruitment/onboarding, employee engagement/retention, training/staff development, and employee relations
Oversees the development of policies and procedures while maintaining compliance with all state, union, and regulatory bodies’ requirements
Handles employee relations, investigations, and discipline
Directing and leading the Human Resources team by managing workflow, training, and staff development, while providing oversight to members of the Compliance/Disclosure unit
Establishing and maintaining high standards of service to internal customers by addressing concerns and resolving issues in a timely, respectful, and solution-oriented manner
Consulting leadership in workforce planning, employee engagement, and organizational development activities
Performing agency-wide workforce analysis of the impact of new technology implementations and updates to operational models
Essential functions:
Displays a solid understanding of HR policies, employment practices, and employee relations principles
Utilizes strong interpersonal, critical thinking, conflict-resolution, and problem solving skills
Aligns workforce behavior with the organizational goals by following policy and advising supervisors accordingly
Facilitates business process improvement and prioritizes the use of technology to automate manual processes while maintaining compliance with security and AI policies
Understands and develops strong working relationships with government and private organizations, legislators, and special interest groups
Displays a high level of initiative, effort, attention to detail, and commitment to quality
Communicates effectively
Preference will be given to candidates that can demonstrate:
A steady progression in HR management over the past 3-5 + years.
Prior experience leading, coaching, and mentoring direct reports and leaders.
Prior employee relations experience in a union environment or public sector.
Human Resources degree and/or human resources certifications.

The successful candidate will be required to work on-site in the Hoover Building in Des Moines, with remote opportunities as it meets business needs.

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
1) Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
2) Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
3) All of the following (a and b):
a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
4) All of the following (a, b, and c):
a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and
b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and
c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
5) Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
