Job Summary
The Human Resources (HR) Manager supports employees and managers across the company while ensuring compliance with all federal contractor requirements. This role will manage day-to-day onboarding/offboarding activities, employee relations, and performance management, while ensuring compliance with federal contractor requirements such as Affirmative Action Programs (AAP), Executive Order 11246, Section 503 (Disability), VEVRAA (Protected Veterans), Pay Transparency Nondiscrimination, Drug-Free Workplace, I‑9/E-Verify, and related requirements. The HR Manager will work closely with the HR Director to support HR planning and alignment of HR initiatives, implementation, and improvement of HR policies, procedures, and compliance programs.
Duties and Responsibilities
- Manage day-to-day HR needs such as offer letters, status changes, promotions, terminations, etc.
- Serve as the primary Point‑of‑Contact (POC) for managers and employees, providing guidance on HR policies, employee relations, performance management, and day‑to‑day HR support
- Oversee the recruiting process to ensure job postings, outreach, and selection process align with OFCCP requirements (disposition codes, outreach documents, etc.)
- Maintain and update all employee records in the HRIS System and client systems as needed
- Coordinate new hire onboarding with hiring managers and clients as needed
- Ensure that the Learning Management System (LMS) is up to date with all policies and training
- Manage the performance review process and supports managers during the review process
- Maintain and track HR metrics such as attrition, retention, turnover, time-to-fill, etc.
- Manage I‑9/E‑Verify, EEO-1/VETS-4212 data for compliance reporting and record retention controls
- Promote positive culture and engagement across multi-site and multi-state environments
- Support the HR Director in the development, implementation, and continuous improvement of HR policies, procedures, and compliance programs
- Work on special projects as assigned
Required Qualifications
- Direct experience with OFCCP compliance, Affirmative Action Plans (AAP), and federal reporting requirements
- Proven experience leading and supporting recruitment/talent acquisition efforts
- Strong background in employee relations and benefits administration
- Experience supporting a government contracting workforce in a fast-paced environment
- Strong knowledge of employment law and HR best practices
- Experience coaching and guiding managers on employee relations, performance management, and team development.
- Supervisory experience, including the ability to guide, coach, and support staff as needed
- Excellent organizational skills and attention to detail
- Strong analytical and problem-solving skills
- Proficient with Microsoft Office Suite and Adobe Pro
Education and Experience
- Bachelor's degree in business, HR, or related field
- 8 - 10 years of Human Resources experience
- 5 years of HR experience in a federal contractor environment
- SHRM or HRCI Certification required
- Familiarity with Paycor is preferred
- Must be a US Citizen
