HARTZ Search invites you to explore an exciting opportunity with our client in Oswego, NY - Oswego Health, for the Director of Human Resources. The new Director will provide leadership and oversight of all activities of the Human Resources Department for Oswego Health and all affiliates. Reporting to the CFO, the Director is responsible for the full employee lifecycle from recruitment through retirement and will develop and execute human resources strategies in alignment with organizational goals while ensuring compliance with labor laws.

More than 1,300 employees spread throughout its 18 locations, work for the Oswego Health system, which includes the 132-bed community Oswego Hospital, a 32-bed psychiatric acute-care facility with multiple outpatient behavioral health service locations, The Manor at Seneca Hill, a 120-bed skilled nursing facility, and Springside at Seneca Hill, an independent retirement community. The health system also operates Oswego Health Home Care, the only hospital-based certified home healthcare agency in the County, as well as two outpatient centers, including the Fulton Medical Center, offering urgent care, lab, medical imaging, physical therapy, and occupational health services, and the Central Square Medical Center, offering urgent care, lab, medical imaging, and physical therapy services. In addition, the healthcare system includes Oswego Health Medical Practice, a multi-specialty medical group offering the community accessible, high-quality healthcare. 100+ physicians and advanced practice providers offer an extensive array of services across CNY, including primary care and specialty care in the areas of orthopedics, cardiology, ENT, gastroenterology, breast care, general surgery, urology, and bariatrics.
POSITION HIGHLIGHTS & RESPONSIBILITIES:
- Reports directly to the Chief Financial Officer (CFO)
- Provides leadership and oversight for Human Resources across Oswego Health and all affiliates
- Direct oversight of the Talent Acquisition, Employee Relations, and Benefits Administration teams
- Collaborates on employee onboarding and employment offers and partners with Physician Recruiting on physician onboarding
- Leads employee engagement and employee experience initiatives
- Manages compensation plans, employee benefits, leave programs, tuition reimbursement, and annual open enrollment
- Ensures compliance with state and federal laws and completes regulatory reporting for OSHA, Workers Compensation, EEO, and other requirements
- Serves as departmental contact for regulatory agencies including the NYS Department of Health and Joint Commission
- Manages day-to-day department operations, policies and procedures, budget, and Human Resources technology systems
- Strong leadership, communication, interpersonal skills, and business acumen desired in the role.
Education and Experience:
- Bachelor’s degree in Human Resources or related field.
- Minimum 10 years’ Human Resources experience with no less than 5 years in a supervisory role.
- Deep experience and proven track record managing Human Resources.
- Professional certifications and healthcare experience preferred.
- Strong understanding of laws, regulations, and best practices.
- Proficient in Microsoft Office Suite, including Excel, PowerPoint, and Word.

Oswego is located on Lake Ontario in Upstate New York, about 35 miles northwest of Syracuse. It promotes itself as "The Port City of Central New York." It is the county seat of Oswego County. Oswego County is a destination playground for outdoor activities that include boating, hiking, and world-class fishing. Few areas in the Northeast offer the quality and diversity of fishing found in Oswego County. From trolling on Lake Ontario for trophy trout, salmon and walleyes to fly fishing for wild brook trout in a freestone stream tucked away in the wilderness of the Tug Hill Plateau, Oswego County offers angling opportunities unmatched in New York State. 968 of its 1,312 square miles of land are on the southeastern shore of Lake Ontario. There are two harbors in the county, Oswego Harbor at the mouth of the Oswego River and Port Ontario on the Salmon River. The first major port of call on the Great Lakes is the Port of Oswego Authority dock. The 23-mile Oswego River Canal is part of the NYS Canal System and the historic Erie Canalway National Heritage Corridor.
