Salary Ranges:
Employee Relations (Administrator) II: $48,396 - $56,712/annually
Employee Relations (Administrator) III: $56,028 -$65,700/annually

  • This position is not covered by the Partnership Agreement between the State of Colorado and Colorado Workers for Innovative and New Solutions (COWins).
  • New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

About the Work Unit
This position is in The Colorado Department of Transportation's (CDOT's) Region 3 Civil Rights Office in Grand Junction. The Civil Rights Office ensures equal opportunity is implemented in all CDOT operations and services in order to meet federal mandates and compliance for federal funding. The Civil Rights Office provides professional and technical expertise based upon multiple and complex federal laws, case law, regulations, state personnel system rules, as well as departmental policies and procedures. The Civil Rights Office also develops, implements, and enforces programs mandated by Title VI and VII of the Civil Rights Act.

About the Position
The Employee Relations Specialist II or III, will be primarily responsible for assisting with internal personnel matters concerning CDOT employees within Region 3. This position will assist with facilitating and ensuring or facilitate and ensure compliance with CDOT Policy and Procedure, State Personnel Rules, and Federal and State Civil Rights Laws, Rules, and Regulations. The Specialist will provide guidance and advice to employees, supervisors, and managers regarding personnel actions and facilitate solutions to issues at the lowest level. This position will ensure equal opportunity in employment practices. The Specialist may be called upon to provide mediation within CDOT and externally. This position will also administer or assist with administering the Family Medical Leave Act (FMLA) program, progressive discipline administration, archival processes, new employee onboarding, and training coordination.

Major duties and responsibilities will include some or all of the following depending upon the level, Employee Relations Specialist II or III. The Employee Relations Specialist II works under the guidance of the Region Civil Rights Manager.

  • Ensure equal opportunity and fairness in the workplace and in employment practices.
  • Identify potential issues and the applicable federal/state laws, regulations, and CDOT policies and procedures.
  • Conduct timely investigations, collecting/analyzing/verifying information, and making determinations.
  • Assist employees and management with information and compliance regarding Title VI and Title VII, Americans with Disabilities Act (ADA), Sexual Harassment, and Workplace Violence Policy and Procedures.
  • Participate in selection panels and processes to ensure equal opportunity is afforded to candidates.
  • Gather information and prepare reports as required.
  • Prepare notifications and correspondence as directed.
  • Ensure compliance with CDOT's Affirmative Action Plan.
  • Receive complaints made by CDOT employees, including potential discrimination, workplace issues, harassment, and disparate treatment.
  • Assist in conducting/conduct mediation and advise employees on rights, processes, and applicable procedures.
  • Gather documentation to prepare information for the fact-finding process.
  • Communicate and escalate issues to Region Civil Rights Manager (RCRM) as appropriate.
  • Manage employee outreach and onboarding.
  • Develop a follow up program to contact employees within 90 days of date-of-hire to assist with workforce integration and job performance review in compliance with 11.1 of the Partnership Agreement.
  • Manage coaching and mentoring programs to enhance employee morale and reduce turnover.
  • Assist with managing ADA cases under direction of the RCRM.
  • Help facilitate recruitment of target demographics and maintain contacts within community organizations.
  • Serves as Region 3 Training Coordinator. Work with internal and external training organizers to coordinate training activities, schedule training courses, and arrange logistics. Perform administrative tasks in the Learning Management System (LMS).
  • Learn to serve/serves as a subject matter expert in the proper processes, procedures, policies, and legal requirements regarding the Family Medical Leave Act (FMLA). Answer questions and provide guidance to the Region's various FMLA liaisons.
  • Administer FMLA program for Region 3 engineering and support staff. Maintain the leave summary for the Region to ensure that FMLA and other programs are properly coordinated.
  • Other job duties as assigned.

Work Environment:
  • Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
  • You will likely work a hybrid schedule with a combination of in-office and remote work after the probation period has ended.
  • Position requires frequent travel throughout the Region (western Colorado), including occasional overnight travel to conduct investigations, visit project sites as well as to attend meetings and trainings.
  • Occasional travel to Denver for training, meetings, etc.
  • Required to operate CDOT vehicles

Minimum Qualifications

Employee Relations Specialist (Administrator II)
  • Five (5) years of full-time professional work experience with a primary focus on employee relations including workplace investigations and/or compliance with labor and employment laws and equal opportunity.
OR
  • A bachelor's degree from an accredited college or university in human resources, personnel administration, public administration, industrial/organizational psychology, business, employment law, or another field of study closely related to the duties of this position.
  • AND one (1) year of full-time professional work experience with a primary focus on employee relations including workplace investigations and/or compliance with labor and employment laws and equal opportunity.
Employee Relations Specialist (Administrator III)
  • Six (6) years of full-time professional work experience with a primary focus on employee relations including workplace investigations and/or compliance with labor and employment laws and equal opportunity.
OR
  • A bachelor's degree from an accredited college or university in human resources, personnel administration, public administration, industrial/organizational psychology, business, employment law, or another field of study closely related to the duties of this position.
  • AND two (2) years of full-time professional work experience with a primary focus on employee relations including workplace investigations and/or compliance with labor and employment laws and equal opportunity.
OR
  • A Master's degree from an accredited college or university in human resources, personnel administration, public administration, industrial/organizational psychology, business, employment law, or another field of study closely related to the duties of this position.

  • Demonstrated success with the duties listed in the Description of the Job section;
  • Years of State service experience related to the duties of this position;

  • Active PHR, SPHR, SHRM-CP, or SHRM-SCP certification;
  • Knowledge and comprehensive understanding of theories, principles, and best practices of human resources, equal opportunity, affirmative action, and employment law;
  • Knowledge of laws and experience with handling workplace issues (workplace violence, sexual harassment, Title VII, ADA, FMLA);
