The Human Resources Director is a key member of the Leadership team within the organization. They set overall HR strategy and manage and implement the overall provision of Human Resource services, policies, and programs for the entire organization throughout the state of Washington. The Director is responsible for overseeing performance management, compliance and regulatory requirements, recruitment and staffing, employee training and development, policy development, employee relations, compensation and benefit administration, employee health and well-being, human resources reporting and information management systems, and employee services and counseling.

  • Partner with company leaders to recommend best practices and implement policies, procedures, programs and laws.
  • Assume a leadership role in setting and maintaining a culture and work environment that attracts and retains top talent and promotes the attainment of our mission.
  • Oversee recruiting and hiring practices and procedures necessary to attract and retain top talent. This includes innovative and effective recruitment practices, posting ads, screening resumes, conducting initial interviews, and employment verifications.
  • Lead the implementation of performance management systems that include regular review of job descriptions, regular performance reviews, ongoing feedback, employee recognition, and performance improvement plans.
  • Ensure company compliance with Federal, State and local legislation, regulations, and contracts pertaining to employment law and services to people with disabilities.
  • Ensure compliance with Equal Employment Opportunities Commission and Affirmative Action Plan.
  • Ensure Human Resource compliance with community partners and accreditation sources (i.e. Commission on Accreditation of Rehabilitation Facilities, Division of Developmental Disabilities, Division of Vocational Rehabilitation.)
  • Manage staff and management training curriculums and new hire orientation for each division within the company. This includes developing in-house trainings and assigning external training sources as appropriate.
  • Write new company policies and review/revise existing policies on an annual basis. Communicate policy changes to entire organization.
  • Conduct internal investigations regarding complaints, critical incidents/accidents, injuries, and employee issues.
  • Manage compensation structure for the organization that includes competitive pay scales, bonuses, incentives, and annual salary increases
  • Prepare detailed analysis and reports on Human Resource functions such as company injuries, critical incidents, turnover, training and employee satisfaction and engagement.
  • Administer benefits for the organization including: medical/dental, life insurance, disability, retirement, and other benefits.
  • Oversee L&I claims management and OSHA compliance in partnership with COO.
  • Maintain open door and offer insight and assistance for employees and managers regarding work-related issues.
  • Maintain employee files and records.
  • Act as Corporate Compliance Officer for the organization including but not limited to HIPPA, ADA, FLSA and other Federal, State and Regional laws and regulations. Provide reports directly to the executive committee of the board regarding compliance issues.


Minimum qualifications for this position may be satisfied by a combination of education and experience as outlined below:

  • Bachelor’s degree (BA) in Human Resource Management, Business Administration, Nonprofit Management, or related field with 3 years management level experience in human resources.
  • Training in Human Resources, Public Administration, Psychology, Education or other related field with 5 years management level experience in human resources.
  • HR Management experience across a variety of industries is preferred.
  • Familiarity with disabilities a plus.
  • Active involvement in Diversity, Equity and Inclusion initiatives and activities preferred.
  • SHRM CP/SCP or HRCI certification preferred.
  • Bi-lingual (English/Spanish) is preferred.


  • Manages the Human Resources Department including Recruiting Manager and the Office Manager positions.
