We are currently looking for a Human Resources Manager to join our team in Cheyenne, Wyoming. Â Â
PURPOSE OF POSITION Â
The Human Resources Manager is responsible for partnering with the plant management leadership team to support achievement of business objectives through effective people management and managing all human resources programs, policies, and procedures.
Â
TASKS & RESPONSIBILITIES:
SAFETY: Â
- Provide leadership and oversight for plant safety initiatives promoting UCARE and a safety first culture.
- Lead safety committee and R3 initiatives.Â
- Ensure safety compliance with legal and Company requirements.
- Responding to workplace incidents by reporting and investigating near misses and safety accidents.
- Works with Risk Management to liaise with insurance provider and employee to management workers' compensation claims.
Â
QUALITY: Â
- Collaborate with plant management team in the development of job skill matrices. Â
- Maintain skills inventories. Â
- Develop and implement training programs to meet business requirements.
- Maintain all records in conformance with Nortrak's quality system.
- Follow all required HR minimum standards outlined in the HR standard operating procedures.
Â
ON-TIME DELIVERY: Â
- Manage recruitment process to meet business requirements. Â
- Respond to requests of internal / external customers on a timely basis. Â
- Oversee payroll, benefit, HRIS and reporting process to ensure accurate and timely submissions. Â
- Effectively review and ensure appropriate maintenance of  time records in time keeping system to ensure hours are captured accurately within the required payroll deadlines and in compliance with regulations
- Maintains appropriate employee records, in HRIS and time keeping system ensure compliance with provincial, state and federal employment regulations, Â
- Ensure the new hire process is completed timely and in compliance with employment regulations (e.g. I9 verification), company policies and procedures and HR standard operating procedures.
Â
COST: Â
- Effectively manage health and compensation claims including return-to-work programs. Â
- Identify opportunities to reduce risk exposure.Â
- Gather intelligence of local job market conditions and develop appropriate recruitment and retention strategies. Â
- Minimize recruitment costs.
Â
PEOPLE: Â
- Counsel and mentor employees.Â
- Actively guide local managers and supervisors vis-a-vis employee relations and the administration of Nortrak policies.Â
- Ensure that the application of policies and discipline are fair and equitable.Â
- Administer employee leave policies (e.g. FMLA and disability).Â
- Advise management regarding regulatory and statutory requirements (e.g. EEO, affirmative action, ADA, etc).
Â
ENVIRONMENTAL: Â
- Adhere to Nortrak's Environmental Procedures, Practices and Policies. Â

EXTENDED TASKS & RESPONSIBILITIES:Â
Recruitment & Selection:
- Prepare salary approval requests for staff positions and job profiles as applicable for open positions.
- Identify appropriate sourcing methods for job vacancies and ensure all jobs are posted via applicant tracking system.
- Utilize the recruiting guide and catalogue of questions to conduct interviews with candidates.
- Perform applicable background checks.
- Prepare job offer and communicate rejections to unsuccessful candidates.
- Ensure Affirmative Action Plan requirements are adhered to in the hiring and section process.
Â
Performance Management:
- Counsel supervisors and managers in handling disciplinary and termination manners.Â
- Oversee the employee review process to ensure timely delivery of reviews and overall quality of review delivery by supervisors/managers.Â
- Responsible for the wage administration for blue collar employees to ensure they align with the wage schedule, performance and skills requirements, and the process complies with company procedures.Â
- Manage attendance through our time keeping systema and ensure policies are followed and documentation is issues per the Attendance Policy.
Â
Onboarding and Training & Development Management:
- Responsible for overseeing the Onboarding process for blue and white collar employees to ensure the minimum standard tools and standard operating procedures are effectively utilized by managers/supervisors to achieve a successful Onboarding process for new employees.Â
- Provide guidance and counsel to managers/supervisors in the development plan process to identify training and development opportunities that align with career potential and interests.
- Provide recommendations to corporate and the plant management team to provide guidance and recommendations supporting overall plant succession management.
Â
Termination and Offboarding:
- Conduct exit interviews in compliance with HR minimum standards.
- Process terminations according to termination, benefit and IT checklists.
Â
QUALITIFCATIONS:
EDUCATION:
- Four years' college degree or equivalent in a related discipline is preferred.
- HR Certification preferred.Â
Â
FIELD OF EXPERIENCE:
- 4 year college degree, or equivalent in a related discipline is preferred.
- HR Certification Preferred.Â
- 5-10 years HR experience in a generalist and manufacturing environment preferred.
- Three to five years' experience at a managerial level.Â
- Demonstrate strong leadership skills to partner with plant leadership team.
- Above average Interpersonal and communication skills both oral and written, ability to work effectively with employees and manager, and ability to convey a positive and professional image to applicants and employees.
- Ability to maintain the highly confidential nature of human resources work.
- Ability to manage difficult situations with employees with a calm demeanour.
- Must be computer literate and proficient with Microsoft programs such as Excel, PowerPoint and Word.

PHYSCIAL DEMANDS:
- Prolonged periods of sitting at a desk and working on a computer; occasional standing and walking for your scheduled shift.
- Must remain stationary for extended periods and move throughout the building to access files.
- Must work effectively in a noisy environment.
- Ability to lift and move equipment or objects up to 20-25 pounds occasionally.
- Visual requirements include close, distance, color, peripheral vision, depth perception, and the ability to adjust focus.
- Occasional travel required, involving walking, standing, sitting, and driving for varying durations.
- Frequent use of hands and arms for dialing phones and using a computer mouse.
