The City of Avondale is currently accepting applications for a Human Resources Director assigned to the Human Resources Department. This is a full-time, exempt position with benefits. The regular schedule is Monday through Thursday, 7:00 a.m. to 6:00 p.m.

Essential Functions: 

Responsible for planning, implementing, and directing the day-to-day operations of the Human Resources department, which includes the major functions of recruitment, testing, compensation, classification, equal employment opportunity, employee development and training, employee relations, labor relations, the City’s employee benefit program, occupational safety and Risk Management programs, and worker’s compensation, including the self-insured structures of these programs.

Advises and assists employees, supervisors, directors, and the City Management team in personnel matters by interpreting and applying human resources policies, processing employee grievances, and conducting investigations. Recommends effective course of action and evaluates alternative recommendations.

Partners with City Leadership to formulate, develop and implement talent management strategies that align with the City’s core purpose and values. Assists in setting the tone for a balanced work culture.

Monitors recruitments, onboarding, promotions, reclassifications, disciplinary actions, grievance processing, employee benefits administration, workers’ compensation, safety and risk management processes.

Supervises the work of assigned staff by selecting, training, and evaluating personnel, providing and coordinating staff training, and setting clear, actionable goals and expectations that align with the organizational vision, mission and values. Supports staff in identifying solutions to complex human resources actions. Works with employees to identify and correct deficiencies.

Writes, maintains, and applies the City policies and guidelines by administering and directing a comprehensive human resource program, formulating and recommending policies, regulations, and practices for carrying out programs, and consulting and advising the City staff to coordinate the various phases of the policies, practices, ordinances, and resolutions. Prepares presentations, as needed, for City Management and City Council meetings.

Negotiates and administers Memoranda of Understanding (MOU’s) with the City’s collective bargaining unit.

Oversees the development, preparation, and implementation of the department budget, including personnel, operations, and CIP projects as appropriate. Prepares, updates, recommends, and implements the City’s employee classification and compensation program.

Performs other duties as assigned to help support the City Manager and Leadership Team in implementing City priorities provided by City Management and City Council. 



Requirements

A Bachelor's degree in Human Resources, Business Administration, Public Administration, or a closely related field or any equivalent combination of experience, education, and technical training which provides the required knowledge, skills, and abilities, may qualify.  Master’s degree in a related field preferred.

Seven (7) years of experience in managing the daily operations of Human Resources at a similar-sized organization.

Certification for strategic human resources management (SPHR-HRCI or SHRM-SCP) is preferred.
