JOB SUMMARY
The Director of Human Resources plays a key role in leading the school district’s HR department, ensuring compliance with policies and regulations while fostering a positive work environment. This position involves leadership skills, organization, compiling data, computing wages and records for payroll, preparing and distributing contracts per negotiated agreements; knowledge of negotiated union agreements and contracts; maintaining all district personnel files; maintaining school board employee approval records; processing and orientation of new employees; preparing and updating state S-275 report and preparing personnel budget.
DUTIES AND RESPONSIBILITIES
- Provide leadership in the HR department to put in place systems that facilitate organization and distribute workload in the department
- Lead investigations as necessary
- Develop a staff onboarding program that is effective
- Facilitate negotiations with labor groups
- Manage salary and benefits information, preparing and inputting data for the school district budget
- Maintain salary schedules and ensure accurate placement based on experience and education
- Process BEA credits and clock hours for salary schedule
- Prepare and distribute contracts, addendums, and supplemental agreements for teachers, administrators, and coaches in line with negotiated agreements.
- Ensure compliance by issuing Reasonable Assurance letters and tracking responses for classified staff and substitutes
- Facilitate personnel actions, initiating and processing Personnel Action Forms (PAFs) and maintaining accurate documentation

- Support school board processes, preparing agenda items for personnel approvals
- Calculate and input salaries and vacation time, ensuring accuracy in payroll and budgeting
- Maintain essential employee records, including contract updates, leave requests, and salary placement documentation including transfer of records between school districts
- Maintain and update union seniority lists and Blaine SD longevity information
- Issue annual intent-to-return surveys to support workforce planning
- Safeguard confidential employee records – Maintain medical files in compliance with HIPAA, state, and federal laws
- Ensure compliance with federal & state requirements – Monitor and update required postings, manage paraeducator qualifications, and track teaching certificates
- Manage hiring & onboarding – Post job openings, assist applicants, coordinate the hiring process, and support new employees as they join the district
- Support new hire orientations – Prepare paperwork, conduct payroll and benefits briefings, and ensure all required employment forms are completed
- Assist in answering HR related questions
- Support employee transitions – Oversee offboarding, notify key departments, and coordinate employee separations
- Prepare state reports – Manage the S-275 report submission to OSPI, ensuring accuracy and timely updates
- Handle employment verifications – Process requests from financial institutions and conduct research for bargaining agreements
- Oversees the substitute application process and ReadySub system for staff absences and substitute jobs
- Coordinate mandatory drug testing program
- Manages Safe Schools/Vector Training system
- Process employee Workers’ Compensation (L&I) claims and maintains related records
- Coordinate L&I claims – Maintain logs and ensure proper annual reporting
- Manage PFMLA & Leaves of Absence:
- Administer and oversee the Paid Family and Medical Leave Act (PFMLA) and other leave programs, ensuring compliance with state and federal regulations
- Process leave requests, verify eligibility, communicate with employees about their rights and responsibilities, track leave balances, and coordinate with payroll and benefits to ensure accurate leave reporting
- Provide guidance to employees and supervisors on leave policies, maintain detailed records, and support a smooth return-to-work process

Requirements
QUALIFICATIONS
- Bachelor’s degree in Human Resources, Business Administration, Education, or a related field (preferred)
- Five (5) years of experience in human resources or administrative roles, preferably in a school district or public sector setting
- Familiarity with HRIS systems (e.g. Skyward/Qmlativ and FastTrack) and recruitment platforms and salary administration
- Knowledge of state and federal employment laws, including PFMLA, FMLA, ADA, and labor agreements
- Proficiency in office software, including Microsoft Word and Excel, and Google Workspace
- Understanding of the collective bargaining process through prior experience
- Attention to detail, problem-solving skills, and ability to work independently
- A detail-driven professional with strong organizational skills
- Strong communication skills to collaborate with employees, administrators, and board members
- The ability to handle sensitive information with discretion and professionalism
- A proactive mindset—someone who takes ownership and ensures deadlines are met
